Graham T. Ross

Graham T. Ross received his B.A. degree in political science from Gettysburg College in 1966 and a J.D. from Seton Hall University School of Law in 1969. He was admitted to the New Jersey Bar and the United States District Court in 1969 and was admitted to practice before the United States Supreme Court in 1978.
Following his bar admission, Mr. Ross commenced a general practice in Somerville, New Jersey, which included an active trial practice in civil and criminal matters. He also appeared regularly before planning boards and boards of adjustment on land use matters. Mr. Ross represented several municipalities, holding positions as Borough Attorney, Special Township Attorney, Planning Board Attorney and Municipal Prosecutor. His clients included Bridgewater Township, Somerville Borough, Bound Brook Borough, Franklin Township and South Bound Brook Borough.
Governor Thomas Kean appointed Mr. Ross to the Superior Court bench in Somerset County in 1986 and Governor Jim Florio reappointed him in 1993. He was initially assigned to the Civil Division of Superior Court. He also handled probate and family matters, landlord/tenant and small claims cases early in his judicial career. In 1989, he was appointed Presiding Judge of the Family Division for Vicinage 13, comprising Hunterdon, Somerset and Warren Counties. He served in this post until June 2001, when he was named Assignment Judge for the Vicinage.
While on the bench, Mr. Ross sat on several Supreme Court committees, including the Family Practice Committee and the State Domestic Violence Working Group, of which he is presently Vice-Chair. Judge Ross served as Chair of the Conference of Family Division Presiding Judges from 2000–2001, a period which saw the implementation of the Supreme Court’s Best Practices Guidelines for family matters. He also led the Domestic Violence Technical Assistance Team, from the Administrative Office of the Courts, in the monitoring and compliance of the Revised Domestic Violence Law requirements. He was in that capacity a member of the team that prepared the draft and updated the Domestic Violence Procedures Manual, working with court personnel and the New Jersey Attorney General’s Office. He is a recognized expert on domestic violence issues and has been a featured speaker on that topic, both in New Jersey and other parts of the country.
